Trading Draft Picks

Is there any way to trade picks in the MLB draft? If so, how? PTBNL? Why doesn't MLB allow straight up trades?

Supposedly with the new CBA there is pick trading but there is very little known exactly how it is going to work or if teams will be able to trade picks or trade the players they draft for other players.

The rules are out there, it's just that so few people have access to them. Here are the rules for trading draft picks, as best as I understand them:

 

1. You can only trade picks during the season.

2. You can only trade draft picks from the next year's draft.

3. The draft pick trading period starts the Monday following the signing deadline, ends the last day of the season, begins the first day of the next season, and ends 2 hours prior to the beginning of the draft.

4. Teams can only trade picks that were originally assigned to them.

5. Picks can't be traded for cash, unless the cash is included to offset the salary of a player included in the trade, per the Commissioner's Office approval.
