If you pass and you don't take a sack or don't make a completion it stops the clock and allows the other team to save a timeout.  On third down sure take the chance on a short route to see if you can get the 1st down.  But you can't throw the ball away and you need your QB to either take a sack or make the completion.  Rather risky to throw on 2nd and 3rd down and allow for the other team to pocket a timeout.

I know how it works. But 2nd down is when they're likely still pinned against the run. On 3rd down they're half expecting either. If it's 3rd and 7 just run again and make them use the timeout.  But I always take the risk of throwing once to end the game.

Yeah, today it's been more the San Diego offense shooting themselves in the foot than the Packers D stepping up.
