I don't know. I haven't watched his career after Milwaukee closly obviously, but it seems ever since he left, whenever he comes back to Milwaukee as a Twin or Tiger, he always seems to rake. Roster Resource's MLB Power Rankings has him ranked 8th for the last 7 days, so he was raking before he got in town. He's ranked 149 (of batters) otherwise

It makes me wonder if he was intentionally tanking while he was here. Didn't he say he'd rather be in Baltimore? And they were the worst team in baseball. I think there was some truth to that. Yep...this isn't even a top-10 pitching staff. Another year where you look at the stats vs. the W-L record and wonder how Counsell manages to pull it off. My gut reaction says luck. But the Brewers have outperformed their run differential for a few years now under Craig.
