Bluetooth connection problems

Ok, I just got a bluetooth dongle to transfer some files from my PC to my Razr. The only problem is I can not get it to work. I can get the devices paired, but after that, there is no way to transfer anything. I tried copying a photo from the phone over to the pc, and that didn't work. I can't even figure out how to get a file from the PC to the phone. Everything I've looked at on the net says that I should be able to do it through My Bluetooth Places, but I don't have that anywhere on the PC. Can anyone smarter than me help?

My phone has an option to "put" files once the connection is active. Go through your phone's bluetooth options and look to see if something similar is available.
