Tokyo plant is leaking Radioactive water?

Doesnt sound like it got into the Ocean, but what exactly does this mean? How bad can the damage be? This is the "worlds Largest Nuclear Plant" .

It could be potentially serious, but I believe that these things happen every so often and is more a testament to the stringent monitoring to make sure nothing gets out of hand.

Just to clarify, although the plant may or may not power parts of the city, the plant is located nowhere near Tokyo.
