Not an absolute must call there on the DP interference.  But I think we've all seen weaker things called before.   Of course, if it was called I'd totally understand Phi being upset by it too.  Could've gone either way, I probably lean towards should've been called since he popped up into him

Personally, I think this is a good idea ... the players might like him as a manager, BUT I don't like his in-game decisions, often.
