I think the only team that ignored the international market more were the Orioles.  The Orioles finally started investing in international players the last couple of years.  

This is the Orioles spending:

2016 1 signing but at an unknown amount

2017 signed no one

2018 signed 5 at 800k

2019 signed 3 at 700k

2020 no signings

2021 signed 17 at 4.6m

2022 signed 24 at 3.0m 

The reason the Orioles have been bad for so long is because they ignored the international market from 2016-2019.
