Mound visit music

Does anyone know who decides what gets played during mound visits?   I ask because I've heard some unexpected music during mound visits.   A few years ago at Brewers home games they would often play the theme from Blazing Saddles. 

But the one that really got me was a series at Wrigley where the several times played the theme from Castle in the Sky.   A MLB game is an odd place to hear a piece from a classic anime movie, especially one that is lyrical and a bit melancholy.
