Toronto and Milwaukee are very close to being on the same parallel. Meaning if you live in a city that is north of Milwaukee you very likely also live north of Toronto.

Toronto likely doesn't get any more cold on average than it gets in southeastern Wisconsin.

MLB doesn't play baseball in the winter anyway so I'm not really sure why it even matters..
