I don't know, he seems to be effective when he is throwing competitive pitches.  I don't think it's that.

It’s so obvious what Peralta does. He gets ahead in the count and then just nibbles. If he would just attack a little more… it’s in his head. Save some of those 40 pitches in 2 innings for the next couple.

Yovanni Gallardo was that way quite a bit too. Get ahead and nibble like crazy because he didn't really have a great put away pitch.
