I did a search on it and came up with multiple news stories about Derrick Turnbow Avenue so he isn't just joking. I could not find anything listing where the streets name came from though.

A police officer said he raised his weapon, ordered the suspect to the ground and placed a knee in his back while handcuffing him. The man was later released.
