Kinda looks like Dean Clean to me. (aka Dean Sabatino) But unless Philadelphia has relocated to the UK, I would have to say it's not him.

Not one of the Dead Milkmen, but that's easily one of my favorite bands of all time.

I was gonna guess Jim Kerr but he's Scottish, then Ian McCulloch but he still has alot of hair I think- so I'm left with Gary Kemp?

Strange thing is, I actually thought of Ian Dury right away but knew that, uh, that definitely wasn't him. I'd have never gotten this though, I'm only familiar with one Blockhead:
