  1. I couldn't find data from 2017 - 2022. 2023 was just a hair over 30% (30.2%). So the points in orange are estimates based on the rate increase from 2016 - 2023. The big jump happened in the mid to late 90s and it leveled off from 2001 (26%) - 2017 (27.8%) with an increase of about 3% since 2017.
