I was thinking that after the first time out. Whenever I watch other games I don't see other teams do that nearly as much.

The timeout analysis has been done and the Packers do indeed waste them more than most teams. 

They are also very ineffective on the play following a timeout.

Allowing a forward pass anywhere on the field would increase offense quite a bit.  ?
