Been that way for a long time, too. Older Packer fans will remember the Packers drafting a kicker in the 3rd, I think his name was Brett Conway, who eventually got beat out by undrafted free agent Ryan Longwell, who went on to have a long and relatively successful career in Green Bay.
As a general rule it's probably better to avoid drafting kickers whatsoever. Or take one in the 7th when you've got a bunch of extra picks that won't make the team anyway. I think there's just a really high mental factor for NFL kickers that you just don't really know if a guy will have until you see. Tampa Bay took a great college kicker all the way up in the 2nd a few years ago I think and he was a total disaster.
