I guess there's 2 ways to look at that...

 

1) At least Jose was honest with teams and didn't cost anyone a 1st round pick that year.

 

2) Jose forced himself to the Marlins.

 

I tend to lean towards #2 and generally once a player goes to the "I'll only play for team X" card in the draft of any sport, I'm done with them and will never be a fan. Why not the Rays, they were actually his hometown team?

I'm speculating that the answer to this is that while Fernandez went to HS in the Tampa area, he was actually born in Cuba. Since Miami has the largest Cuban population outside of Cuba, I'll wager that is why.
