RHP Chang Tzu-Chun Lin, 19yo

"Lin is a 19-year-old right-handed pitcher who was expected to be a first-round pick in the upcoming Chinese Professional Baseball League Mid-Season Rookie Draft on June 30, but he has chosen not to register. Instead, he signed a minor-league deal with the Brewers with a $250,000 signing bonus. The Brewers have assigned him to the Dominican Summer League Brewers. Lin will now try to make his way from rookie ball up through the Brewers system."

The 19-year-old has touched 94 mph with his fastball. He graduated from Hsinchu City Chengde High School last year and was studying at Kainan University.

The Los Angeles Dodgers and Seattle Mariners also reportedly made an offer to Lin, but he ended up signing with the Brewers. The Brewers have developed a reputation for developing pitching and will now get to work with Lin.

I'm intrigued. I was just looking at Ching-Hsien Ko for the Dodgers the other day, who has an interesting bio/profile. I'm a little surprised they didn't send Lin Chang to Arizona.

I suppose it's possible they have better English education at their Dominican complex.

Could be the academy is better for the integration part, but there is also a possibility that it relates to the limit on the number of players in the organization -- and those in the US count, correct? (as opposed to those in the DSL who don't count toward that cap/limit)

Is there anyone here in the know, or willing to take a stab at where the Brewers are with the number of players in the organization vs the limit?
