Way too much unnecessary movement out of the wind up. You can do all that herky jerky crap if you can consistently throw strikes but he can't. Which leads to his release point being all over the place.

He doesn't look like a guy you bring in with men on base. He needs the bases empty to use for the walks he is going to issue, and hopefully continue to work out of it in the end.
