The Dodgers always do this, and have always done this, because of how brutal the traffic is from 4-8pm.

Trust me, I lived there for six years.  The only thing that I've seen that compares is the Kennedy from O'Hare to downtown Chicago during both rush hours, which annually is anywhere from #1 to #5 in worst freeway traffic in the U.S..
