EDIT: I believe that if a pitcher comes in at the start of the 9th inning, he's only eligible for a save if the lead is 3 runs or less. If he comes in in the middle of the inning, I think the tying run has to be in the on-deck circle. At least, I think that's how I remember it.

I think maybe it has something to do with runners on base, plus the guy at the plate and on deck relative to the number of runs behind. I dunno.
