As a motorcycle rider who rode in California, I can agree that high speed lane splitters are reckless. That is not why the practice is really designed. Sitting in a traffic jam is terrible on a motorcycle and not just because of the waste of time. Especially if you are in a warm/desert environment. It becomes dangerous. In that scenario, lane splitting should not be an issue. It is also quite useful to allow motorcycles to head to the front of a pack of cars at things like stop lights. I also feel that California wants more people to ride motorcycles because it reduces single drivers in cars, lowers traffic, lowers emissions, etc. Allowing that ability to split, especially traffic jams, is a huge incentive to ride. While the practice is illegal in nearly all states, I have found many are lax on enforcing it due to the advantages that it offers. When I lived in Hawaii it was very common to see motorcycles and scooters heading to the front of the queue at a light and nearly everyone was ok with it. Having a small vehicle pinned between two larger cars is not a great situation. One of my fellow Soldiers nearly got pinned between two as a car coming up to the light wasn't paying attention (texting) didn't realize that a motorcycle was stopped in front of them. Thankfully he was in gear and was able to dump the clutch and shoot out of the way.
