Yes depending on the scuff it can be beneficial to the pitcher or the batter.  Though that is mostly for sinker and splitter pitchers.  Some pitchers will want the catcher to throw a ball back as fast as possible so it doesn't get replaced because of this.  Smoltz and Maddux would do this a lot as it allowed them to get a better grip on the ball and it would move more.

That should be an error and not a hit.  Well Freeman saved the ball from going to the dugout but that should still be an error that was a poor throw.
