I would be happy to put up (or admit that I am wrong) if I could see in the crystal ball how the players who are currently injured and/or on the downside of their careers are going to perform this year,
But, evaluating the current value of a pitcher based on having been on the All Star team once in their careers (or twice in Woodruff's case) doesn't make sense to me when those appearances took place a few years ago (9 years ago in Quintana's case) and have been followed by subpar seasons or significant injuries.
I have a pretty good idea what to expect from Peralta based on his last two seasons. IMHO the other 5 you named come with big question marks. I wouldn't expect any of them to make an All Star team this year.
An article in the Athletic last week ranked the MLB rotations as of Opening Day, and they ranked the Brewers 22nd, behind the Pirates (11), Reds (18), and Cubs (21). Only the Cardinals were lower at 25.
It seems like a lot of things would have to go well for the Brewers to have the best rotation in the division, most notably Woodruff returning to something resembling his ace form of 2022..
