Yes it is, any part of the ball over any part of the plate is a strike

A STRIKE is a legal pitch when so called by the umpire, which:

 

(b) Is not struck at, if any part of the ball passes through any part

of the strike zone;

If the ball catches any part of the strike zone, it should technically be a strike. The entire ball does not have to be in the zone. So, Pitch 6 is a good call, Pitch 4 is a bad call, but not atrocious compared to some you see.
