Don’t be silly. Peralta is a terrific pitcher;  he’s just forced into a #1 spot in the rotation when he’s more of a 2/3.

Well first, working a full count and striking out on very good pitch is a far, far better AB than popping out the very first pitch to the catcher. 

Secondly, Garrett Mitchell was a good hitter this year, has upside, and his presence in a run-producing spot in the lineup is understandable, unlike Jake Bauers, who has been a bad hitter not only this year but his entire career.
