Being a #1 FA in the class doesn't mean much, IMO.  That just means you are the best player that your original team didn't want to pay.   FA is all about scarcity.... if you don't have much value

Having fewer options for revenue streams and being broke are two different things.

A team in a town of 100 thousand people (or a state of 6 million) is always going to have to make sure NFL policy doesn't work against them if they want to keep competitive with teams that are in cities of 10 million or more. 

A good owner/manager is ALWAYS going to be working that angle that helps his team. 

"Rock, sometime, when the team is up against it, and the breaks are beating the boys, tell 'em to go out there with all they got and win just one for the Uecker. I don't know where I'll be then, Rock but I'll know about it; and I'll be happy."
