This is a long debate that I've had with friends and the Family Guy quotes got me thinking about it again.

This question can go so many routes. Cartoons vs Real people, current vs past. Here's my list. take it for what you will

1.Stewie Griffin

2. Meatwad Aqua Teen Hunger Force

3.Homer Simpson (seasons 3-8)

4. Balki Bartokomous

5.Hulk Hogan

Just about any character from South Park has to be up near the top for me. I also love Peter Griffin.

As far as real people, I would say Crede from The Office is one of my favorites.

Michael Weston-Burn Notice

John Locke-Lost (although not as cool as he used to be)

Ben- Lost

Hiro Nakamura- Heroes

Sylar- Heroes

Dwight Schrute- The Office

also, I agree with House

Thank you And That for listing Larry David, that was my first choice after seeing the title.

Also:

Paulie Walnuts (Sopranos)

Christorpher Multasante (Sopranos)

Ryan O'Reiley (Oz)

Master Shake (Aqua Teen Hunger Force)

Bender (Futurama)

Mulder and Skully (X Files)

Ari Gold (Entrouage)

E (Entourage)

There are others, Ralph Wiggum is great too, but Simpsons has been on for so long that all their schticks are starting to be way too redundant and predictable.
