Andrew Fischer promotion?

I am curious why Andrew Fischer is still in A+. He was there last year and, though it was only 19 games, finished with an OPS of .848. Through 51 games this year his OPS is 1.093 and has hit 19 HRs. Yes, he has struck out 79 times so maybe they are working on some swing and miss fixes but he has also walked 47 times so it doesn't seem to be much of an issue in my opinion. 

I am curious if our brass has mentioned anything regarding Fischer. There doesn't seem to be much in AA preventing him from a call up so what gives?

We were at the 'Rattlers game yesterday and it was a topic of conversation.  The running joke was that 1/3 of that team will be in Biloxi by the end of the year.
