Really interesting article. It certainly paints Counsell in a more favorable light than Stearns. 

The Counsell comments about team identity are interesting. The Brewers have an extremely strong and coherent identity and they also have strong buy in from the fanbase It has taken the better part of 10 years for us to achieve that.

It wasn't one start.  It was his third start of that type of quality:

All three on the road.  All three either tough offenses or tough ballparks to pitch in.

The talent is there.  It just needs to be unlocked consistently.  At not quite 25 years old yet, I think he's far from a fully-developed pitcher.

I don't think it changes anything you said, but he's 25 and turns 26 in September.
